Here are the steps.
First of all, open the photo you want to make in a cartoon or a painting effect.
Then click CTRL + J to create a duplicate layer and name the new layer with the sketch.
2x click on the background layer -> select OK and Rename the background layer to color.
Go to Filter -> Blur -> Smart Blur and specify its parameters as follows:
Radius of 10.
Threshold at 35.
Quality to High.
Mode under normal circumstances.
click OK.
Then select the menu Filter -> Sharpen -> Sharpen Edges.
Select the filter menu -> Other -> High Pass.
In the High Pass window, do the setting radius of 2 pixels and click the OK button.
Select the Image menu -> adjusments -> thresold.
Determine Threshold Level parameter is 128.
Click the OK button.
Click the Magic Wand Tooll menu and specify the tolerance of 20. Then click on any white area.
Select the menu Select -> Similar to expand the selection area.
Then press the delete button to remove the selected area.
Press CTRL + D combination, and will display the image of a truck that had similar cartoons.
Now we will move on to the second layer, the layer under the COLOR sketch layer.
Click the color layer, then select the menu Filter -> Blur -> Smart Blur. Then make the settings as follows:
Radius 10.
Threshold at 35.
Quality to High.
And Mode to Normal.
Finally, click OK.
